RANGPUR, Bangladesh — Election officials in northern Bangladesh have detained a 28-year-old man after raising concerns about the authenticity of documents he submitted while seeking registration as a Bangladeshi voter, with officials saying they initially suspect he may be a Rohingya refugee.

The man, who identified himself as Shawkat Hossain, visited the Pirganj Upazila Election Office on Monday to register as a voter. He submitted a citizenship certificate, birth registration certificate and other documents claiming that he was a resident of Jahangirabad village in Pachgachhi Union.

Officials became suspicious after identifying inconsistencies between his documents and statements.

During questioning, Shawkat was asked to recite Bangladesh’s national anthem but was unable to do so, according to officials cited by The Daily Star.

Account of travel from Teknaf

During subsequent questioning, Shawkat told officials that he had travelled from Teknaf in Cox’s Bazar with a man who had promised to arrange Bangladeshi citizenship documents for him and subsequently help him travel abroad.

According to an account reported by The Daily Star, the man accompanying Shawkat allegedly left him at the election office after deleting his telephone number from Shawkat’s mobile phone.

The circumstances surrounding the documents and the identity of the person who allegedly arranged them remain under investigation.

Officials investigating documents

Azizar Rahman, Pirganj Upazila Election Officer, confirmed that officials had identified inconsistencies in Shawkat’s statements and the information contained in his documents.

“He is initially suspected to be a Rohingya,” Azizar said.

He added that authorities were verifying the submitted documents and investigating who had provided them.

Sultan Mondal, panel chairman of Pachgachhi Union Parishad, told The Daily Star that the documents presented by Shawkat had not been issued by the union parishad.

The authorities have not publicly established Shawkat’s nationality or refugee status. The case remains under investigation.

Broader concerns over identity documents

The incident comes amid continuing concerns in Bangladesh over the acquisition and use of identity documents by people who may not be eligible for Bangladeshi citizenship or voter registration.

Bangladesh hosts more than one million Rohingya refugees, most of whom live in settlements in Cox’s Bazar after fleeing persecution and violence in Myanmar.

Bangladeshi authorities have previously taken measures to prevent the illegal acquisition of national identity documents and voter registration by Rohingya refugees.

In the present case, however, officials have so far described Shawkat only as “initially suspected” to be Rohingya. His identity, the authenticity of his documents and the circumstances under which they were obtained are still being verified.

Arakan Journal note: The allegations concerning Shawkat’s identity and documents have not yet been independently established. Arakan Journal therefore describes him as a man suspected by Bangladeshi officials to be a Rohingya refugee, rather than stating that he is definitively Rohingya.
